File - Import Excel CSV or Text File : This command allows you to import a comma separated value file or a text file separated by tab spaces.  These file include the pin device files such as those maintained on the Altera and Xilinx web sites. 

A dialog form will be displayed.  Browse will display a file dialog box allowing you to select the file.  Toggle the start position to indicate which column will be the first column to begin importing the CSV file.
